Jan. 14, 2022 – Oak Parkers can learn more about the three finalists vying to be Village Manager at a virtual public forum set for 7 p.m., Sun., Jan. 23.
The public forum will be streamed live and archived on the Village website. The meeting will be on Zoom at https://oak-park-us.zoom.us/j/87063712087 (Meeting ID 870 6371 2087).
During the virtual meeting, candidates will respond to questions curated from input gathered by the Village’s professional search consultant, GovHR USA.
Residents are invited to submit topics and question suggestions to oakpark@govhrusa.com in advance of the meeting. GovHR staff will review the submittals and create a bank of questions for the candidates to answer during the public forum.
Each candidate also will tour the community and participate in interviews with Village department directors, representatives from other local taxing bodies, citizen commission chairs, business and social services stakeholders, and community members.
In the final step of this phase of the selection process, each of the candidates will answer questions from members of the full Village Board.
"One of the primary responsibilities of the Village Board is to appoint and oversee the Village Manager, who oversees all municipal operations and employees,” said Village Board President Vicki Scaman
“Throughout the current selection process, we have sought to be transparent and inclusive by incorporating input from the community. Now, as we interview finalists for the position, my fellow Board members and I want to observe how the top candidates interact with Oak Park residents and stakeholders.”
Scaman added that she and the Village Board appreciate citizens’ participation, engagement and candor as the board fulfils the important obligation of selecting a Village Manager who will serve the community honorably, equitably and enthusiastically.
The Village has been seeking qualified candidates for this position since former Village Manager Cara Pavlicek left in August to take a similar position in Northbrook.
The Personnel Committee of the Village Board selected the finalists after extensive interviews of the top seven applicants at an executive session on Jan. 6.

Eric Johnson
Education: Juris Doctor; Bachelor of Arts – Political Science
Work History: Village Manager, Village of Carpentersville, Illinois (population 36,500)
Eric presently oversees an organization of 145 employees with a budget of $83.6 million. He has 12 years of local government service. Eric has previously worked as the Schaumburg Township Administrator and Township Supervisor in DeKalb, IL. He has worked as an adjunct professor at Kishwaukee College and as a law clerk at the DuPage County State’s Attorney Office. He is a member of the International City/County Managers Association.

Lionel Lyons
Education: Master of Public Administration; Bachelor of Arts – Political Science
Work History: Deputy City Manager for Development and Operations, (former) City of Petersburg, VA
Lionel previously worked in an organization with 619 employees and supervised a division with 196 employees. Petersburg’s budget is $108.3 million; his division budget was $40 million. He has 37 years of government service. Lionel previously worked in the City of Phoenix for 20 years leading three departments: Equal Opportunity, Development Services, and the Human Resources Departments. He also served as the Assistant to the Mayor responsible for Budget and Economic Development. He is a member of the International City/County Managers Association.

Education: Master of Public Administration; Bachelor of Arts
Work History: Interim Village Manager, Village of Oak Park, IL (population 52,800)
Lisa presently oversees an organization of 360 employees with a budget of $160 million. She has 30 years of local government service. Lisa has previously worked as the Deputy Village Manager, Assistant to the Village Manager and Assistant to the Public Works Director in Oak Park. She also worked at the Villages of Woodridge, Barrington and Lake Bluff. She is a member of the International City/County Managers Association.
